You can try either of these recent photo editing softwares. They have a
variety of filters, effects, etc. to convert photos into Andy's style and
then some. Available software to do this is endless and you can visit
computer stores to look at the picture software available, but look at the
reviews for these two. About $50.00 with the usual mail in rebates.

Microsoft Picture It 9
It may require more steps to achieve your result with Photoshop Elements,
but you'll also be getting a full-featured photo editor
that will serve you more like a 'Swiss Army knife' than just a pen knife.
