'Always available offline' missing from folder options

Hello, I've got a new Vista Enterprise laptop to replace a Vista Business
tablet PC, and I'm trying to sync one of our network folders offline.

When I tright click on the network folder the option 'Always available
offline' is missing. It's not available for any network folder.

I've checked that offline files is enabled. Does anyone have any other ideas
about how to make this option appear?

When I right-click on a network folder and click Properties > Offline Files
then check Always Available Offline and click OK, I get an error message:

"This file does not have a program associated with it form performing this
action. Create an association in the Set Associations control panel."

Any ideas what the file type to associate with offline folders?
