All programs menu

When I right click on Start and then open Explore or Explore All Users, the
contents are slightly different from the items showing in All Programs.
Since I cannot move items on the All Programs menu into other existing
folders (I can only move the folders relative to each other), I need to be
able to see all of the All Programs items in Windows Explorer in order to
organize them. How do I do that?

Thanks for the suggestion. However, the result is the same as right
clicking on Start and choosing Explore All Users. There are still items in
the All Programs list that are not in the Programs under All Users and vice
versa. Still don't understand why - none of them are hidden files.

Sorry for the delay in getting back to you. Did not solve my probelem. All
Users contains Administrative Tools that does not appear on the All Programs.
The following appear in All Programs but not in All Users: Crossworks,
Internet Explorer, Sunbelt Software, Total Recorder, Zoom, Across Lite, and
Windows Media Player. I therefore do not know how to move these programs to
a differnet folder in the All Programs list.
