All applications smooth scroll after installing XP Pro

I just got XP Professional reinstalled. Since the install, all applications -
IE, Office applications, etc are smooth scrolling. I have removed the option
of Smooth Scroll from IE - Advanced Options. Still, the scrolling happens
line by line and hence is very annoying for the eye.
Please tell me which setting needs to be changed to alter this behaviour.

Maybe go into Taskbar and Start Menu/Start Menu, and under
Customize uncheck Scroll Programs? Worth a try, anyway.

Did you try reinstallimg your mouse software.

On my mouse i can press the scroll well and move the page up or down to make
it smooth scrolling.
