scrolling problem

I wonder if anyone can tell me how to cure a particular
problem that has arisen since having XP re-installed.
When scrolling down either a Word or Web page there is a
sort of wave motion which reduces control. Happens when
using arrow and mouse. Have tried altering mouse settings
and disabling smooth scrolling in advanced Internet
Options. Latter seemed to fix web page for a while but
not permanently.
Don`t seem to be able to restore to previous settings.
Would very grateful for any suggestions

Sounds like you may have had an updated video driver that was not part of
the reinstallation that you performed. Check for updated video drivers.
