after encryption, office runs slow

Here's the story: A lot of users are now encrypting files & their machines
have been slowing down. When they open any MS Office 2003 app, there's a 1-3
minutes pause, then it finally opens up. I'm not sure what's causing this.
I've tried turning off encryption, that didn't help. The one thing that i've
found that works is to disable the network and it works fine. So the delay
is that Office apps are looking out on the network each time they open, is
there a way to change this somewhere? More and more machines are just
suddenly having this problem & i've consoled into all my routers and tried
rebooting them, i'm certain it is not a network issue. This is a mixed
environment all WinXP, but some have sp1, some sp2, it's hitting machines
that have sp1 & sp2, so i don't think this is related to a certain service
pack either.

Does anyone have any suggestions?

Are the files stored on a network server?
If they are, you can set to allow the files to cache on workstations.
