The Administrator User Account Sign-on no longer appears at the signon
screen. How does one get it back to appear. It is still a valid account
with files, etc.

You don't tell us which version of XP you are using, so in Pro, press
Ctl-Alt-Del twice. In Home, boot into safe mode.

BTW, it is NOT good practice to use the built-in administrator account on a
day-to-day basis. If that account IS used daily, and gets corrupted, then
your ONLY way into the machine is by a repair-install of XP.

I've installed and ran the XP-Administrator.exe file from
http://www.dougknox.com/xp/scripts_desc/xp_admin_ok.htm

Can someone tell me where/how I may toggle the appearance of the
Administrator user at the Welcome screen ?

Thanks.
