administrator login

I brought a used computer that had a network with an administrator login. I
can not access many things.So is there a way bypass or delete the
administrator. Was told to install windows again, but do not have the
software. I have a set income and can't afford to buy. Thank you for any and
all help.
 
1) Get the CD key from the sticker on the computer and order a new CD (for a
nominal fee - I think it's like $10.00 - $15.00). You'll be asked for it
eventually anyway (when installing somethng).

2) Get the Administrator password from the seller.
