Administrator Functions

I am working on someone's computer (running XP Home) which seems to have
a variety of issues.
1. I can not get msconfig to work. However, I get no error. The hourglas
appears for a little bit then disappears.
2. I also can not get Help & Support, My Computer or several other function
to work. The functions that don't work seem to be anything that could be
administrator related to fix problems
3. How do I get the administrator account to appear? I got it to come up i
Safe Mode, but was still unable to do much. The problems still appeared tha
I mentioned above
4. I went to install Symantec AntiVirus, but the OS would let it happen. It jus
sat and did nothing after I clicked on the icon. I was also unable to run Spybo
S&D
I know that this sounds like a virus, but, without being able to use the administrato
account (and can't tell if the user has admin rights), it is very hard to troubleshoot
