Kris,

Disable Internet Access (All Windows) at Registry Guide for Windows:
http://www.winguides.com/registry/display.php/1288/

It's a per-user basis. You need to login to that profile, make changes and apply the registry permissions accordingly. And logoff. Do this for all the other user profiles which you want to restrict internet access. This can also be accomplished by loading the Hive of the other users while in your user profile. You can learn about this more from MVP Doug Knox's article here: http://www.dougknox.com/xp/tips/xp_adv_reg_editing.htm [Advanced Registry Editing]

NOTE: You would also be interested in 'Windows XP Security Console' utility by Doug Knox, which might do the work for you right-away. See here for more information: http://www.dougknox.com/xp/utils/xp_securityconsole.htm [Windows XP Security Console]. Read the CHM file available in the site, or message the author for more information.
