administrator blocked from tools|internet options

Hi all,

Recently got a new Dell 8300 running Windows XP. I am the
owner, sole user, and administrator. Went to change an
Internet Explorer option using Tools->Internet Options and
get a pop-up window that says "This operation has been
cancelled due to restrictions in effect on this computer.
Please contact your system administrator." Checked "User
Accounts" on Control Panel and, sure enough, my login is
listed as "Computer administrator."

Told all this to Dell. Their response was to tell me
that "only the administrator can access this." Looks
bizarre to me, as I haven't been restricted from anything
else. Any help would be appreciated.
