***Admin LockedOut of GPEDIT.MSC***

***Please Help, Any suggests w/o reloading the OS***
I have one PC w/o domain, played around with GPEDIT.MSC
to customize settings for all users except for ADMINs,
but unfortunately locked out all users from MMC and
GPEDIT. Is there a way to enable MMC or GPEDIT.MSC again
w/o reloading the system?

If I have understood you dilemma correctly, try this
log on as an admin
access the NTFS security dialog for system32\GroupPolicy
set a Deny of Full Control for Administrators on this folder
log off
log back in as an admin
access the same NTFS security dialog
remove the Deny of Full Control you previously set
run GPedit and reverse the settings you made that are problem
