How can I start regedit after policy active

Previously, I found that after I enable the restrict user to open gpedit.msc
in the policy. I who is the administrator also unable to open gpedit.msc.
This time I'm sure that if I enable the "Prevent access to the registry
editing tools". I'll uanble to start regedit again.

how can I force this policy only the users?

All my pcs is not in the domain controler

Probably the best way for a non domain computer is to use the free Shared
Computer Toolkit to do what you want.
