adjusting power options

Hi

Whenever I try to adjust the power properties on my Toshiba notebook through the taskbar icon, it tells me:

'To adjust power management settings, close Microsoft XP Power Options and use TOSHIBA Power Saver'

However, whenever I go to open the TOSHIBA Power Saver icon in the control panel, nothing happens (ie, no window pop-up, no execution of program, etc.) What is wrong and how can this be remedied so that I can adjust my power properties?
