Additional Explorer Browsers will not open

I can open 1 Explorer window but when I wish to open a
second it comes up with an error and immediately asks if I
want to send an error report to Microsoft. I have sent
dozens but have not received iformation for a fix nor have
I founda a solution on internet. One source told me it is
due to cable provider. Is this true?
