Additional <br> tags being inserted in outbound email

I have a user who is having problems with emails in HTML format. I've
checked and the problem is only when she receives and forwards emails. It
looks like possibly her email editor (I believe she's using Word) is
inserting extra <br> tags into the email before sending it out. This doesn't
occur with RTF or plain text formatted emails.

Anybody have a clue as to why this is happening and what I can do to fix the
situation?

Another detail I guess I should mention is that this is going thru a company
Exchange server. Don't know if that would have any impact but maybe...
