Yes they are.

No you don't.
Hmmm. Maybe you're right. I have it set up for HTML since when I had plain
text set for Newsgroups my posts with attachments never showed up. But,
after viewing your response above I went to alt.binaries.pictures.aviation,
found one of my "HTML" posts and chose Reply Group. I have OE set up to
Reply in the format of the original. I found my Reply was in Plain Text.
But... I have OE Quotefix set up to put the cursor and my signature at the
bottom. But when I Replied they were both shown at the top, which would be
proper if it was HTML since Quotefix ignores HTML stuff so my basic OE would
put the cursor/signature at the top??????????????????

So does that "No you don't" comment mean that my posts are really NOT in
HTML even though I have OE set up to post in HTML for Newsgroups? When I
found my plain text posts would post without attachments but didn't post
with attachments I clicked on Format... Rich Text (html) to send. It still
wouldn't work. I had to change OE to send Newsgoups in HTML to allow my
posts to show with attachments. That's the way I have it set up now.

I have no idea how Outlook Express tries to act like a newsreader. I don't
use OE for newsgroups. I use a real newsgroup editor. Binary files in
Usenet travel through the Usenet network as uuencoded text messages and
other encoding schemes such as yEnc and base64.

I see you're using KNode/0.8.0, it acts pretty much the same as OE for
newsgroups.

I switch between OE and KNode/0.8.2 and I don't really see a lot of
difference, unlike OE I've not figured out how to make KNode dial my ISP,
download mail from two accounts, download new full messages from four
newsgroups on two different servers and then disconnect for offline reading.
