Hi,

how do I configure Outlook to put the cursor at the bottom of a new reply?
Also, I wish to have the signature on replies and forwards, at the bottom
of the new message. It is generally considered bad practice and is ugly to
reply on top of a quoted message.

http://home.in.tum.de/~jain/software/outlook-quotefix/ can do this for you.

Personally, I prefer seeing the response at the top of mail since I already
know what the original message said, since I wrote it. To each his/her own.
