Is it possible to add new pages from the navigation view, use shared borders
and insert new automatically updated menues on the layout tables and cells
in the Front page 2003?

You can add a new page
and if your shared borders are set for all pages they will be applied
But no other layout (other than themes) will be applied unless you add it
(By applying a DWT or copying it from a template)

If I understand well it is not possible to edit frames (shared borders) by
applying layout tables directly on them?

Frames and Shared Borders are two very different animals. Frames
should be avoided, since they are often troublesome for users, shared
borders should be avoided because they are (sometimes) trouble for
designers, and definitely inflexible. (Include pages and Dynamic Web
Templates [DWT] are much better options.)

Layout tables cannot be used with shared borders, but since "Frames"
is really a collection of pages, they can be used in pages that form
part of a frames page. They can also be used with Include pages and
DWTs.
