adding a printer - access denied

On a Win2k server I want to add a printer. All seems well, untill copying the files, almost at the end I got the message "Printer driver was not installed. Access is denied". It does not matter which printer I choose, with on-board drivers or new from CD, I always got this Acces denied message. I've compared the security with other servers, and I don't see any difference
As administrator I can print on printers that are already installed, as a normal user I can not print because of "Access denied".
What do I do wrong?

This article may be of help. It will unlock the ENUM
branch of the registry back to normal permissions. I've
seen some hardware installation routines mess it up.

If not, then you're going to be looking at permissions
somewhere in the registry \HKLM\Current\CLASS\Print might
be a place to start
