Add/Remove Programs

Just finished fighting parasites and trojans using
CWShredder and SpySubtract and I look to have cleaned my
PC. However, when I go to control panel, I can't add or
remove programs? How can I enable this to clean up the PC?
 
Have you restarted the machine?

I've not seen this symptom associated with removal of spyware before. I'd
look closely at the settings in SpySubtract, I think--some applications
allow locking down areas that you might not expect to be locked down.
