Add/Remove Programs

When I try to open the window 'Add/Remove Programs' this message is displayed and i'm not sure what I should do? I need to access this portal

Here is the message

An unexpected error occurred
Wrong number of arguments or invalid property assignmen
res://sp2res.dll/default.hta

What do I do? Any help would be greatly appreciated!
