Add/Remove Programs NOT WORKING

When I open Add/Remove Programs from the Control Panel, there is a
large block of empty space at the top; then the list of installed
applications loads (slowly).

BUT, the Change and Remove buttons are grayed out on all the
applications. If I click on any applicaiton, the buttons stay grayed
out.

Can anyone tell me how to fix the problem?
