Buttons in Add/Remove are greyed out

I have a computer running Windows 2000 Professional. One of the programs
installed on the computer is acting up so I thought I would do an
uninstall/reinstall and see if that got things working.

I can go to the Control Panel and open the "Add/Remove Software" option
without a problem. However, for every program listed in the "Add/Remove"
window, the buttons for "Change", "Remove" and "Change/Remove" are all
greyed out.

In short, I can not use the Add/Remove window to Change or Remove any
installed application.

Any suggestions as to how to resolve this?

I have two users configured on this machine. One the default Administrator
account, and one called "Bob". Bob is also assigned as an Administrator.

I still get the greyed out buttons whether I log in as Administrator or as
"Bob"

FYI

I rebooted the computer in "Safe Mode with Networking", logged in as
"Administrator", and went to the "Add/Remove Software" control. Buttons were
still greyed out.
