Remove button not available in Add/Remove programs

Hello All.

The problem is on one of the Windows 2000 Pro machines.
with SP4 and latest patches.
When opening add/remove programs under control panel, the
first line indicats that there is no program installed.
This section is followed by a large blank area and then
all the programs are listed. The problem is that the
remove button does not work (Grayed out) for any of
items. I have logged on as administrator. I even created
another user and made that a member of local admin to
make sure it is not a bad profile.
I am very puzzled with this problem. Does anyone have any
suggestion? I thank you in advance.
