Add/Remove Programs Blank Screen Win2K SR3/4

Add/Remove Programs from Control Panel has blank screen.
I've worked through Technet 266668 except for #5 because
WinNT32.exe won't Upgrade to Win2K SR4.

Problem appeared under SR3 and I installed SR4 hoping it
would help -- nope.
