Add program to event?

Not sure if I am phrasing this right, but I would like to add a program to
the list of available programs when a certain device is connected to my
computer. When I connect the device, then right-click on Properties for that
device, and select the Events tab, under Actions, I would like to add a
program to the list of programs available under the "Start this program"
button. Is that possible?? Thanks for any help.

The device is launching some type of file, with some file 'extension', which
can 'associated' with any app that can open that filetype.

Control Panel/Default Programs/ "associate a filetype..."
