Add or Remove Programs (not responding)

I want to clear Update Root Configuration checkbox
however when I go to Control Panel and click on
Add/Remove Programs (Nothing?) I just yesterday
installed a free program Desk Cleanup which cleaned up a
lot of things on my program - but now I want to use
(clear) the automatic operation ....How ?

XP system - HP Pav 503n - 56K
