"Add or Remove Programs" will not start

Does anyone know why "Add or Remove Programs" wil not start?
I also noticed that there are 3 blank entries (blank icon, no name, no
description) at the start of the list in Control Panel.

i dont , but one time i had some problem. you can think that i'm crazy
but i scan pc one prog
