where would I find add/remove programs

My sister asked me to remove a program on her HP laptop running vista.
Shouldn't I find add/remove programs in the control panels folder?
What category would it be under? I can not find it. Is there another
way to uninstall an application?

I have not run Vista in a while but I believe it was called "programs and
features" in control panel..
