'add a printer' does not open

i am trying to install an epson 820, but can't get past
the 'add a printer' prompt. i have administrator access. i
also downloaded and installed the latest epson driver, but
no printer shows up as installed on the machine.

JD:
Try going to control panel, install new hardware. Run this and see if the
installer finds your printer.
