AD problems

Once again I am having problems with my AD.
The AD has shut down on me. Here is the error message:

Naming information cannot be located because:
The specified domain does not exist or could not
be contacted.

The only warning I ever recieved was this:

This host can not be ACS since the Active Directory has
not been properly configured via the QoS ACS management
console. Please configure the subnets via the QoS ACS
mangement console.
Event ID 10035

Here is more info on my server:
Server IP 10.11.40.100
Sub net: 255.255.252.0
DNS: 10.11.40.100
The DNS is fordwarded to IP 10.0.20.100 (our main campus)
Interfaces limited to: 10.11.40.100

All of the clients are set up the same:
Assigned IP's
Sub net: 255.255.252.0
DNS: 10.11.40.100

Can anyone help me on this?
Previously when the AD shut down I had the DNS configured
wrong. I made the changes and everythong was ok until
about 5 days ago.
Does any one know how to get the AD working again without
re-loading the OS?

This error message may be caused by improper settings in the Microsoft
Windows 2000 Quality of Service (QoS) service.
You can resolve this issue without reinstalling the Operating System.
