Messege on startup

hi
i have win 2000 domain , when i restart the server every
time i found message tell me is>>>>> at least one service
or driver cannot start , for more details check event
viewer<<<<<<END Warnning

when i enter the event viewer i found these messageshas not been properly configured via the QoS ACS
management console. Please configure the subnets via the
QoS ACS mangement console. <<<<<<

and
traffic control enabled. Install QoS traffic control
services via network and dial-up connections. <<<<<<<<<<

and
At least one service or driver failed during system
startup. Use Event Viewer to examine the event log for
details.<<<<<<<<<<<

and
Post Errors were detected. One or more Power-On-Self-Test
errors were detected during server startup.
[SNMP TRAP: 6027 in CPQHLTH.MIB] <<<<<<<<<

so why this happend , Thanks for any help
