activex controls will not download and install

WinXP SP2 fully updated with all windows update patches. Whenever IE asks
me if I want to install an activex control I click 'install' and nothing
happens.
I've tried the following controls:
Windows Genuine Advantage
http://www.pcpitstop.com/testax.asp
Windows Update

I've tried setting security and privacy to lowest. I've cleared all
internet history, cookies and classes. I've disabled all IE helpers and run
spyware and virus scans. I've reinstalled SP2 and performed an over-the-top
(upgrade) XP install. I've tried as a didfferent user logon and in safe
mode. None of these work leaving the error log viewer showing 'unknown
error'.
I've performed a parallel clean install which I can dual boot to and that
works fine but it'll take me a long while to reinstall all my apps and
settings to it so I'd rather fix my current install. So, does anyone have
any other ideas?

What third-party "security" tools are running in background (e.g.,
anti-virus, firewall, pop-up/ad blocker)?

nod32 virus killer but I have tried disabling it
spybot with it's immunization and ie helper disabled
no firewall, only a hardware router.

Did you have a Norton or McAfee application installed prior to Nod and was
it fully uninstalled before you installed Nod?

I did have mcafee and to be honest it is still installed, although its
service is disabled and it was in fact broken when i tried to switch back
from nod to mcafee a few weeks back. You might be onto something, i saw a
log somewhere that said the last time i installed an activex control was in
march - that's gotta be around the time I put nod on. I'll try uninstalling
both and see if that helps.

Thankyou very much! I uninstalled Mcafee and Nod and it works now. I'll
just put one of them on this time.
