Active X and Downloading Files

I am currently unable to downdload programs from pages(including Microsoft)
that use active x controls. The gold bar at the top of the page does not
appear to ask if I want to install activex controls. I have evrything in IE
options set to enable of promt for activex.

Does anyone have any ideas how I can fix my problem?

PS I have XP pro SP2
 
In Internet Explorer do you have your Security setting for " Internet
Zone " on Medium?
 
Try Medium, but if you still want to use Custom make sure you have
Downloads enabled and Active X controls enabled.
 
I tried that and it still won't download active x controls, any other
suggestions?
