After installing SP4 for W2K Server, I was unable to do
much with AD but look at it. I finally bit the bullet and
contacted Microsoft. The rep told me this was a problem
caused by SP4 and there was a hotfix for it. She sent me
the link for the hotfix and said it wasn't "guaranteed" to
fix the problem and could cause a system crash. I was
worried and decided to wait until summer when school was
out to try it. I tried the hot fix today and can now
access AD with no problems on the server. However, when I
try to access AD from my laptop as I've done previously, I
get a message that says "Naming information cannot be
located because: The server is not operational.". Any
ideas???

I love this. I did a search on Google for "Naming information cannot be located because: The server is not operational". And the first thing on google was a link to microsoft and they said to fix it..

To resolve this problem, obtain the latest service pack for Windows 2000. For additional information, click the following article number to view the article in the Microsoft Knowledge Base

Sounds like the Service Pack was the reason everything broke in the first place. Maybe you could reinstall the Adminpak.msi on your workstation.
