Active Directory Failed and won't bootup

Hi, my server hard drive went bad and I had to put in a new drive and
reinstalled the windows 2000 OS. I tried restoring the system state from a
backup and after reboot it gave me an error 0x000000B. Please help!!!
 
Restore the entire o/s partition not just the system state.
