First of all - there is no PDC and DBC in Windows 2000 domain. You have
equal Domain controllers but some of them are handling some specific
functions called FSMO.

SO now .. You have up and running DC and one failed DC. This failed DC
was first DC in Your domain so probably it was holding all the FSMO
roles. So before You will try to recover this DC YOu have to cleanup
Your AD from the data of old DC and bring FSMO roles back into order.

This KB will show You how t identify and seize roles which was holded by
first DC to second DC.
http://support.microsoft.com/kb/255504
http://support.microsoft.com/kb/324801

Next You have to cleanup after the failed DC:
http://support.microsoft.com/kb/216498

and at the end you should promote Your new DC and if it is desired bring
back FSMO roles to this machine (with transfer not seize).
