Activating Screensaver

I have set up my screensaver to come on, and disabled any prompts for a
password.
Preview works fine, but the screensave won't automatically come on.

Something running in the background may Windows prevent from seeing
the PC as idle. See "How to Troubleshoot By Using the Msconfig Utility
in Windows XP" (http://support.microsoft.com/?kbid=310560).

Yes, it still does not activate, although the screen does flicker as if it
want's to switch over to screen saver.

Disregarding the security of password requirements,
why do you want to use a screensaver? If you just want
to save the phosphorus coating on the screen (as opposed
to having a cute screensaver dance around to impress the
janitor), why not not just turn down the brightness of the
display? In my CRT monitor, the contrast is somehow
coupled with the brightness, so I just turn the contrast
down to zero when I leave the desk for awhile, and the
screen goes almost black, saving not only the phosphorus
coating, but also the filiment in the CRT's electron gun.

By any chance is this a Dell computer?
Please see if any of this information is relevant-
If the issue happens in just plain Safe Mode, then MSCONFIG will be of no help -
