Action Canceled when trying to access any pages in IE

Hi all,

Here's the problem. Whenever I try to access *any* site from within
Internet Explorer I receive the error "Action Canceled. Internet
Explorer was unable to link to the Web page you requested. The page
might be temporarily unavailable..." I am able to successfully ping
any site from within command prompt, and have no problems accessing any
site using third party browsers. It is only Internet Explorer that
causes problems. If I enter the IP address and not domain name of a
site I want to visit in IE, it returns the same error.

Operating System: Microsoft Windows XP Home Edition SP2
Internet Explorer: 6.0.2900.2180.xpsp_sp2_gdr.050301-1519

What I have tried already:

- Reinstalled Service Pack 2
- Reset all Internet Explorer settings
- Renamed and replaced HOSTS file
- Ran Spbyot Search & Destroy, Ad-Aware, MS AntiSpyware, SpywareBlaster
- Cleaned registry using EasyCleaner and RegSeeker
- Ran AVG Antivirus with latest definitions
- Uninstalled / Reinstalled IE from "Add/Remove Windows Components"
- Disabled Microsoft Firewall
- regsvr32'd Shell32.dll, Browseui.dll, Mshtml.dll, Oleaut32.dll,
Actxprxy.dll, urlmon.dll

The hard drive I am using has been freshly formatted. When I first
installed Windows, I ran Windows Update and downloaded all of the
scurity patches and updates available (including optional ones). I
can't pin-point exactly when IE stopped working, but I know that it was
soon after I got everything installed and updated. I can't go to the
WindowsUpdate site nor can I perform any online virus/spyware check now
that IE does not work. I've searched for solutions to this problem
with no luck. Can anyone help?

First, with winxp it is not possible to un/reinstall ie. When go to
add/remove, the only thing that happens is the icons for ie are removed
from all menus - ie is actually not being uninstalled, because it is
part of the base operating system now.
Second, the newer versions of AVG Antivirus now include a firewall.
Have you disabled all avg components to see if that is the problem.
Third, have you reset all ie defaults, i.e., Tools -> Internet Options
-> Programs -> Reset Web Settings, Tools -> Internet Options ->
Advanced -> Restore Defaults, Tools -> Internet Options -> Security ->
Default Level, and clearing cache and cookies?

Hi Webbie. Thank you for the response. I have disabled all features
of AVG AntiVirus and even closed all AVG-related applications in the
task manager to no prevail. I've also reset all defaults and options
in Internet Explorer are you suggested - no luck. Booted up in Safe
Mode with Networking, same problem occurs there. I also discovered
that ALL applications which utilize the Microsoft Internet Controls do
not load or function as they should (iTunes, Steam, Microsoft Legit
Check, etc.). I tried replacing, unregistering, and re-registering
"SHDOCVW.DLL" which I believe relates to the Microsoft Internet
Controls, but that did nothing. I downloaded Internet Explorer 6.1 SP1
to try and install it over the current install of IE and hopefully fix
any problem files, but it won't let me because the version I'm using is
newer.

Does anyone have any other suggestions? Thanks again.

Try a clean boot: Start -> Run -> msconfig. Click the Services tab. Put
a checkmark in the box above the OK button to the left (Hide all
Microsoft services). Click the Disable All button. Click Apply. Click
the Startup tab. Click the Disable All button. Click Apply. Click the
Close button (not the white x in the top right corner). Click Restart.
