Accessing FTP sites with I.E.

Each time I.E. is asked to go to FTP sites it can never hook. Is there something special
that is required to do this?

The particular site is as follows:

ftp://ftp.microsoft.com/bussys/winnt/winnt-public/reskit/nt31/i386/reskit.exe
