I'm trying to get this files from Microsoft but every link ends up at
ftp://ftp.microsoft.com/bussys/winnt/winnt-public/tools/SCM
which appears to be a non-existent ftp site.
Is there anywhere else I can get this file?

What is the problem? If you click on the .exe you can download the file.
