Access to toolbars?

I have one user that I wish to not have the ability to do the following:

See address bar
See any toolbars
Not able to change any settings in IE

This PC is a part of a domain.....

Any ideas?

Poke out their eyes and chop their hands off?
Sorry, but set them on as a cleaner instead, with access to the broom
cupboard only?
