IE 6 toolbar loses its setting, links bar returns on its own

My toolbar configuration randomly changes back to some
default configuration and I have searched everywhere and
I cannot find why it is doing it.

I have set up IE to display the following toolbars:
Standard buttons, Address bars, Panicware Pop-up stopper
pro and Google(toolbar).

I lock the toolbars with the buttons and the pop-up
stopper on top and the address bar and Google below them.

They work fine and stay in place for hours, days and
possible even a week (of constant use, opening and
closing, new windows etc.) and then for no apparent
reason, the Panicware Pop-up stopper disappears and the
Links bar shows back up on the bottom bar to the right of
the address bar.

In the Panicware preferences, hte box to "Lock toolbar
below address bar..." box is UNchecked. I have no
viruses, no spyware and no porn toolbars on my pc.

Has anyone else experienced this? Any idea on how to fix
it?
