Access to "IE6.02/Tools/Internet Options" denied

For no apparent reason my system (XP) will not let me access internet options. The warning box advises there are restrictions in effect on my computer - please contact system administrator (me). This only happens on my profile, not the other 4 profiles resident on the computer. All profiles have administrator access. If I try and log on as the administrator during start up the same message appears...help!!!
 
You may need to fix your registry:

http://mvps.org/winhelp2002/RepairTabs.reg
1) Restores the missing Tabs in IE (usually spyware related)
2) Unlocks the grayed-out Home Page section
3) Removes the Administrator message in Internet Options

Download, right click it and select merge.
