Access to IE6.02/tools/internet options denied

I am running XP. There are five profiles on the computer, each has administrator rights. For some reason in my profile I am denied access to internet options - they warning box advises restrictions are in effect on the computer and instructs me to contact the system administrator (me). This only appears on my profile, not the other 4. As well, if I try to log on as the administrator during start up the same message appears. Help!!!
 
You may need to fix your registry:

http://mvps.org/winhelp2002/RepairTabs.reg
1) Restores the missing Tabs in IE (usually spyware related)
2) Unlocks the grayed-out Home Page section
3) Removes the Administrator message in Internet Options

Download, right click it and select merge.
