Access Denied

I use Windows 2000 Professional and as administrator should have absolute
access. I can load ordinary software with no problem. However, when loading
anything that affects Windows 2000 such as Server Pack 4 I get an 'Access
Denied' message.Also I notice that I cannot change 'File Types' which is
greyed out.Can anyone tell me what is wrong and how to put it right??

The article is a little deceptive. At step 7 create a new database.
