Access Denied when starting games

When starting some games in Windows 2000 I get the message;

Access Denied!

Please log in with administrator privileges!

I am logged in as Administrator and have even tried to
Right-Click and Run As and started as administrator.

Do someone have an idea on how to solve this?

The games are Rise Of Nations and The Sims.

i have the same problem whenever i try to run defrag it

says access denied to spacified path, aplication, or folder
then i get a pop up thing that says unable to run command
and it shuts down
