A Toolbar that will not go away

A toolbar has recently appeared on internet explorer, it does not load until my home page is fully displayed.

It consists of
a search section, that if clicked on takes me to - lop.com then another website pops up behind with similar results.
then there are several buttons, that relate to the content of the page that you are looking at (ie. if on a bank website the buttons read; loans , internet security , online banking...)

I was not sure how it got there as I didn't request it, so i'm perhaps a little concerned about it.

When trying to remove it from the toolbar, if I right click then un-check a tick next to 'pop for bash' the toolbar disappears until i go to a different website...where i would repeat the procedure.

When trying to find out what was happening, i did a serch then looked for the cookies, this came up with - @mywebsearch.com and i think - @searchweb2.com

I found a folder in my program files called mywebsearch and i removed it to my recycling bin; it contained folders (and files)
-mywebsearch -SrchAstt
-bar -History (search 1kb)
-Settings (settings DAT file 1kb, settings HTML 1kb)

Any advice on the safe removal of this toolbar would be most welcomed, thank-you
