Anybody know how to turn this prompt off.

It pops when an MS Access app is emailing one of it's reports to
somebody.

It happens on the Citrix server box that the MS App is running on, but
it does not happen when the app is running on my own PC - so I'm
hoping there's some user-configurable setting that controls it.

Have had a similar issue issue in the past here are a couple of things that I
had to do:

(1) Modified the permissions in GP as per below
User Configuration
Administrative Templates
Microsoft Office Outlook 2003
Security
Outlook Virus Settings
Change from: Not Configured
To: Enabled <- Look for Outlook Security Settings Folder

(2) Had to create a Form in Public Folders to allow the sending as per below
(there is a KB on this just not able to remember number).

Form is located on Exchange server, under Public Folders | All Public
Folders | Outlook Security Settings.
Change to rules was made under Programmatic Settings When Sending Items via
Simple MAPI (set to automatically approve).

When installing the *.oft template use Tools | Forms | Choose Form

One last note, when using option 2, it will involve management as one has to
keep track of the users that need to be E-mailed.
